Pentagon Looks to Expand Civilian Hiring

first_img Dan Cohen AUTHOR Defense officials plan to increase civilian hiring as part of a new plan calling for reducing the department’s reliance on contractors and military personnel, and moving away from the use of caps on staffing levels. “While it may be appropriate for other federal agencies to reduce their civilian workforce, for the DOD, right-sizing will necessitate targeted growth to both restore readiness and increase the lethality, capability and capacity of our military force,” the business plan states. DOD sent the Office of Management and Budget a “workforce rationalization plan” which it said marks a “significant shift” in its approach to “workforce sizing, shaping and structuring,” reports Government Executive.The department’s plan could conflict with congressional policy. The House version of the fiscal 2019 defense authorization bill calls for spending by defense agencies and field activities on civilian resources management, logistics management, services contracting and real estate management to drop by 25 percent by Jan. 1, 2021.last_img read more

Bentley Motors Bentley Motors has a long history, and the carmaker is celebrating with a very big book. The Bentley Centenary Opus will be offered in three different versions, the company announced today, with prices ranging from £3,000 to £200,000 — or about $3,800 to $256,000.The 800-page book celebrates Bentley’s 100-year heritage with nine chapters on the brand’s performance, design, craftsmanship and similar topics. The foreword was written by fashion icon Ralph Lauren, while the final chapter, on Bentley’s future, was written by company CEO Adrian Hallmark.When fully opened, the book is nearly a meter (3.3 feet) wide, with special gatefolds up to 2 meters wide, and it weighs a whopping 66 pounds. Bentley claims the book, being published by luxury publishing house Opus, is “the biggest book ever produced on the story of an automotive brand.” The book features genuine Bentley leather bindings and one of the brand’s Bentley badges. Bentley Motors Of the three different versions of the book, the first is the Centenary Edition, which is limited to just 500 copies globally and costs £3,000. The next step up is the Mulliner Edition, which is limited to 100 units and costs £12,500 (about $16,000). Its special features include a collection of 20-by-24-inch Polaroid photos of 10 significant Bentley models and 56 hand-painted watercolors. The inside of the book’s presentation case also features rubber from the tires of the 24 Hours of Le Mans-winning 2003 Speed 8 racing car.The 100 Carat Edition, however, is the book that will put all other books to shame. At £200,000 and limited to only seven copies, it gets its name from the fact it is adorned with 100 carats of diamonds. The Bentley winged badge, moreover, is set in either white gold or platinum. Airtel acquires Aircels 4G spectrum for Rs3500 crore

first_imgIndia’s Bharati Airtel will spend Rs.3500 crore to acquire the fourth-generation (4G) spectrum from Aircel, the company said in a filing to stock exchange. The acquisition of 20 megahertz (MHz) 2300 frequency in eight telecom circles in the country will make Airtel a pan-India 4G service provider.The Sunil Mittal-owned telecom carrier, with this latest acquisition, will be locking horns with the only other pan-India 4G licence holder, Reliance Jio Infocomm. A unit of the Mukesh Ambani-owned Reliance Industries Ltd, Reliance Jio, is preparing to launch its 4G services in the second half of 2016.Aircel’s spectrum, valid up to 2030, will cover circles of Tamil Nadu, Bihar, Jammu and Kashmir, West Bengal, Assam, the Northeast, Andhra Pradesh, and Odisha.Citing sources the Economic Times reported that the deal will also help Aircel to reduce debt and perhaps fulfill a merger-condition with Reliance Communication (RCom), a unit owned by the other Ambani brother, Anil.The Airtel-Aircel deal comes a fortnight after Airtel’s 4G spectrum acquisition of 1800 MHz band in six circles for Rs. 4,428 crore from Videocon. According to the report, this was a second such acquisition, following RCom’s acquisition of Sistema Shyam TeleServices (MTS), since the government allowed trading of airwaves in October 2015.The liberalisation of rules for spectrum trading in India is seeing a consolidation in the telecom sector. The competition in a space crowded with 11 operators has kept the cost of spectrum high while tariff-wars offered low prices, in turn driving down the profits. The unhealthy trend is adding pressure on the already stressed balance sheet of telcos, said Mint.The daily quoted Alok Shinde of Ascentius Consulting as saying, “technological change had accompanied the evolution of the telecom market”. He said the auction of 4G in the 2300MHz band happened in a context of pre-inception business model around TD-LTE (time-division long-term evolution) technology in 2010. It was a standard with little validation anywhere in the world then, but today there is greater credence both among the technology and the business model, he added.ET reported that most telcos which acquired 4G airwaves in 2010 have even failed to meet the roll-out obligations, therefore facilitating a consolidation exercise.India’s top three telcos, Airtel, Vodafone and Idea cellular, have so far successfully rolled out 4G service in 15, five and 10 circles, respectively.last_img read more

U.S. to increase wild bird avian flu tests A team at the Zoological Society of London, led by Dr. Becki Lawson, is tracking an increased spread of an avian pox virus that is rapidly moving through the UK and affecting the great tits. Researchers are asking the public to help them track the spread of this virus. The virus was first discovered in the UK in 2006 but before then had been confined to birds in Austria, Czech Republic, Scandinavia and Slovakia. Until this year, the virus had stayed contained to south-east England but is now spreading to the north and west.Avian pox causes wart-like tumor growths on the birds, predominately around the eyes and beaks. Researchers do not know if the tumors are fatal or not but they do affect the bird’s ability to see and eat, leaving them more vulnerable to predators and starvation.Avian pox can be transmitted via insect bites, direct contact with other birds or indirect contact in places where multiple birds frequent, such as bird feeders, bird baths and garden perches. The researchers explain that the virus can remain in the environment for weeks or months.They are recommending that homeowners with bird baths and feeders keep them disinfected on a regular basis in order to try and reduce the spread of the virus.
